Many search engines use a 'Link Popularity' system to determine which pages appear high in their rankings for a particular search. At its simplest level, a page has a value based on the number of times that other web sites link to that page.

Google uses a more complicated form of Link Popularity which it refers to as 'PageRank'.

Although Link Popularity of your site plays a major part in its final position on the search engines, it is not the only factor. Google, for example, will perform a sophisticated analysis of the content of your site. However, no matter how well 'optimised' your content is, if you do not have any incoming links from other sites, you will not perform well on the search engines.
